Is it true that W can be a vowel to like Y or not a detailed answer please?

In some variants of English, Welsh or Old English for example, the W can be used as a vowel placeholder in the same manner as Y. However, there are no words in the modern English language that use it as such. In many cases, the Y isn't even considered a vowel except in words where it uses a vowel sound (fly, try).
