Do you think i can complain about this situation?

I have some neighbors that have been sitting in the evening on a couple of steps that are next to my kitchen window. it's an upstairs apt and these are 3 steps that go up to the other upstairs apts. it's really annoying because they are loud and they smoke and talk right outside my window. do you think this is something i can complain about or is this something that i have no control over? Is there a way i could deter them from doing this? This is RIGHT outside my window!
